Elinor Ostrom's work challenged economists' previous ideas about sharing and cooperation.

Ostrom researched the commons, which are resources such as land, food or water shared by multiple people. Previous research said that resources held in common would eventually be depleted if there weren't rules in place to govern how they were managed. In contrast Ostrom showed that communities could self-manage such resources in a sustainable way.

Her work gives us hope that we can have a more sustainable future. She went on to be the first woman to be awarded the Prize in Economic Sciences.

最後一任港督彭定康指，擔心港版國安法立法後，會由內地國家安全局執行有關法律，而中國的國家安全局，等同「中國KGB」，有酷刑和濫權的記錄。他又指港英時代警務處亦有政治部，執行政治監察，彭定康指當時警隊是「亞洲最佳」，而且世上每個政府都有保安考慮，最重要是合符法治要求，例如涉及國家安全的法律，應符合《公民權利與政治權利國際公約》的要求。




全國人大今日（28日）通過「港區國安法」的決定草案，引發國際社會關注升溫。在英國，外相藍韜文在接受傳媒訪問時，指若中國不停止訂立國家安全法，將會更改 BNO 在英國的居留條件，居留期由 6 個月變成 12 個月。他又指，這將會為將來取得公民權提供道路（that will itself provide a pathway to future citizenship）。

【英國正式鬆口 稱考慮擴BNO權利】


根據BBC外交事務記者在Twitter的帖文，英國外相藍韜文今天舉行細圍記者會時說，他已向中國表明，必須暫停香港國安法計劃，否則擴大BNO持有人權利。細節方面，他們無簽證下留英期限，由目前6個月延長至12個月，而且可以申請工作或讀書，成功的話可以不斷續期留英12個月，到一定年期後，他們可申請入籍英國。


BNO是指在1997年6月30日前於香港出生的香港居民所可以持有的旅遊證件，到現時仍可利用這護照外遊，但一直沒有居英權，中國政府表明不承認此證件。


此前，英國曾稱擴大BNO持有人的權利的話，可能違反中英聯合聲明的精神，並惹怒中國，但近日有律師推翻這個說法，認為BNO待遇是英國內政，與聯合聲明無關。


這是第一次有英國官員說，考慮擴大BNO權利，甚至讓持有人可較易申請英籍。


大部份報導稱，約有30萬BNO持有人。這應是指證件仍有效的人數。理論上，除非向英國政府進行手續，表明放棄BNO，否則BNO長期過期而不續領，仍有權申請換領新護照。因此，一旦BNO政策改動，影響的香港人人數應該至少過百萬、甚至三、四百萬。


值得注意的是，藍韜文最新說法，是在他昨天跟美國國務卿通電話後作出，未知是否美國向英國作出擴大BNO權利的要求。


另外，藍韜文直接要求暫停香港國安法，這個說法較美國國務卿昨天聲明更強硬、直接。美國至今的說辭，只是強烈抨擊中國的做法，未就中國如何做美國才會收貨，作出明確說明。
