“Access to scientific data, reliable information, and training for the general public and health workers are essential in the current fight against the pandemic.
"They will be at least as important in the face of all the shocks we are bound to experience in the years and decades to come."
The Global Health Academy has been in the pipeline since June 2019. However, the project - backed by the World Health Organisation (WHO) - was put on ice as the first wave of the coronavirus pandemic took hold in March 2020.
It will be located in the Gerland biotechnology research zone, which also houses the International Agency for Research on Cancer and pharmaceutical groups such as Sanofi.

法國總統馬克龍在世衛大會首日宣布，全球衛生學院將於2023年在里昂開學。他說，“病毒大流行及錯誤信息留下的痕跡，讓我們看到了科學和強大的衛生系統的重要性”。
馬克龍今天5月24日在第74屆世界衛生組織大會的首日，通過視頻宣布，旨在"成為公共衛生領域參考培訓機構"的全球衛生學院將於2023年在法國里昂開學。
法新社說，其實該學院項目已於2019年6月在冠狀病毒（Covid-19）大流行開始之前啟動，目的是"就全球健康問題培訓公共官員、商業領袖和全球民間社會的推動力量" 。
馬克龍今天在世衛大會上說，他非常高興與世衛組織總幹事譚德塞博士一起宣布，全球衛生學院已經啟動。
他補充說："法國已承諾為其投資超過1.2億歐元（......），這個學院的大門將於2023年在里昂打開，但它將從今年夏天開始提供第一批在線培訓課程目錄。
這個由地方政府提供部分資金的世衛組織機構，位於格爾蘭生物技術研究中心，該中心是國際癌症研究機構和“賽諾菲”等製藥集團的所在地。
據世衛組織的說法，培訓的需求是巨大的，因為特別是在最不發達國家，到2030年，將缺少1千800萬名衛生工作者。
世衛組織改革
馬克龍表示，"當前的病毒大流行及錯誤信息留下的痕跡，讓我們看到了科學和強大的衛生系統的重要性"。他說，"獲得科學數據、可靠的信息、對公眾以及衛生工作者進行培訓，在目前抗擊冠狀病毒大流行的鬥爭中至關重要。
法國總統重申需要通過改革來加強世衛組織，他指出，這個組織"在危機時期，必須是強大的，在緊急情況下，要有足夠的反應能力，在面對爭議時，必須是堅實的和完全透明的，以激發人們的信心，並具有明確和透明的治理，使其不受任何外交壓力的影響，也不能被懷疑有任何這種壓力"。
自從冠狀病毒大流行開始以來，世衛組織一直受到批評，包括美國前總統特朗普，他認為世衛組織太受中國當局的影響。
