【美国向WTO提交应列为国企中国公司名单】世界贸易组织（WTO）星期三（12月13日）发布的文件显示，美国在11月29日发出的公函中称，根据WTO的规则，还有7家中国公司应该被列为国营贸易企业。
路透社报道，美国长期以来一直认为那些有中国政府背景的企业可能享有不公平的竞争优势。2014年，美国曾向WTO提交一份“反通知”，称中国应该把这份通知所列的153家中国企业向WTO申报为国有企业。
报道说，这是美国第二次向WTO提交这样的公司名单。美国这次认为应列入中国国有企业的包括中国海洋石油总公司、中化集团、中国国际石油化工联合有限公司、中国烟草国际有限公司、中国农业生产资料集团有限公司、中纺集团公司和新疆银隆农业国际合作股份有限公司。
美国近期加大了对中国在贸易政策上的施压力度。11月中旬，美国向WTO提交文件，公开表示不承认中国市场经济地位。在这个星期布宜诺斯艾利斯WTO部长会议期间，美国与欧盟和日本发表联合声明，未点名批评了中国在产能过剩、知识产权盗用、强迫技术转让，以及国有企业等扭曲市场的行为。
美国商务部长罗斯在星期二的一次演讲中，明确就上述问题批评了中国，称美国已经开始采取措施。罗斯说，今年至今，美国启动的针对进口自中国产品的反倾销、反补贴调查（双反调查）比去年同期增加了61%。
川普政府批评WTO对待美国不公平，称其未能积极执行现有规则。美国贸易代表莱特希泽在本周的WTO部长会议上的简短发言中，批评这个美国长期支持的全球贸易机构“丧失了重点”，疏于执行现有规则，成了“一个以诉讼为中心的组织。”
